ASAN is seeking a contractor who is able to demonstrate a range of skills and knowledge, built up from their experience of working with small to medium sized enterprises and registered charities. We anticipate that support will be required in the following areas:

A.     Provide professional mentoring to ASAN’s recently appointed Finance Officer

B.     Oversight on internal financial controls including prevention of fraud

C.     Ensuring compliance with financial reporting requirements including companies house, charity commission and HMRC / VAT.

D.     Signing off monthly payroll

E.     Work with finance officer to produce monthly management accounts including summary report to managers and for Board. Attendance at Board meetings as required.

F.     Work with Finance Officer to produce monthly cash flow

G.     Work with Finance Officer to produce monthly debtors overview and report to managers for action

H.     Production of annual financial statements

I.     Annual budget preparation – working with managers / budget holders and Finance Officer

J.     Supporting ASAN managers with preparation of funding applications

K.     Supporting Finance Officer to provide satisfactory monitoring reports and grant claims for funders

L.     Respond in a timely fashion to enquiries from ASAN managers and Finance Officer

Whilst the above deliverables are reasonably comprehensive this is a new arrangement for ASAN and some flexibility from the contractor, particularly in the early stages of implementation, will be required.

Key Selection Criteria

ASAN will require the successful contractor to meet the following criteria and your tender should briefly  explain how you meet these requirements:

a)     Contractors will need to hold relevant accountancy or related qualifications and these should be detailed for any and all team members to be involved in delivering this commission

b)     experience of small business systems e.g. Sage or Quickbooks

c)     Demonstrable experience of charity finance including meeting the monitoring requirements of funders

d)     Demonstrable experience of managing financial elements of capital funding

e)     Demonstrable experience of VAT

f)     Demonstrable experience of successfully providing one to one financial support within similar organisations

Time Requirements

The ASAN Board anticipates that to deliver the requirements detailed under section 3, the successful contractor will need to work on site, at ASAN’s premises in Wolverhampton,  for 2 days per calendar month and then allocate an additional half day per month to respond to enquiries from ASAN staff.
